Dear Bob:

	Enclosed is a draft of the content part of the proposal
on fundamental research in artificial intelligence that Jack
suggested I submit.  It's rather short except for the two papers
included as appendices.  The material on overcoming obstacles
is new research developed on my recent trip.

	Given the fundamental research character
of the proposal, I consider it appropriate to leave out
milestones and deliverables.  However, I can put them in if that
seems appropriate to you.  I send it on paper, because it has
formulas.  However, comments should be electronic.  Does it need
something more in order to be responsive to the BAA?  Should it be?
